THE DEVELOPMENT OF SPORT AND RECREATION INFRASTRUCTURE IN THE CONTEXT OF THE IMPLEMENTATION OF THE EU COHESION POLICY – A CASE STUDY OF KUJAWSKO-POMORSKIE VOIVODSHIP

Abstract
The paper aims at determining the significance of the EU Cohesion Policy implementation for the development of sport and recreation infrastructure, using the example of Kujawsko-Pomorskie voivodeship. The research was conducted on the basis of data concerning the completed EU financial framework 2007–2013. The data were derived from the websites of the Regional Operational Programme for Kujawsko-Pomorskie Voivodeship. We considered all investments in the sport and recreation infrastructure co-financed from the EU funds. Full database included 6.117 projects implemented within the Cohesion Policy 2007–2013 in Kujawsko-Pomorskie voivodeship but only 227 projects were related to sport and recreation infrastructure. In the paper we have shown that the implementation of the Cohesion Policy and EU funds have significantly contributed to the development of the sport and recreation infrastructure, and thus, have improved the life quality of inhabitants.

SIGNIFICANCE OF GENDER AND AGE IN THE DECISION-MAKING PROCESS ON THE REAL ESTATE MARKET

Abstract
The subject matter of the article is connected with the non-economic basics of decision-making process on the real estate market, including gender and age of the parties to the transaction and their role in shaping the real estate prices. The effect of the conducted study was an answer to the question: of what significance, during transaction making on the real estate market, is the fact that the parties are of the same (or different) sex as well as of what age they are. It was found that people being attractive to each other in terms of age or gender will negotiate and conduct an investment process in a different manner thanas if there were no simmilar preferences. The subject of the study was land properties built-up with single-family houses. The study was carried out using a questionnaire form limited by the time allotted to the respondents for answering subsequent questions. The results were determined basing on the percentage of given answers in order to define the preference paths of a preferred owner type.

Abstract
High investment in housing and increasing density of urban areas led to a situation in which highly urbanized city districts do not offer wide range of places that can inspire local community and simultaneously be an attractive part of neighbourhood. The article poses an overview of environmental and social problems in cities. In the elaboration modern urban solutions connected with sustainable development connected with greenery (e.g. parklet, pocket garden) were characterized. Subsequently, based on urban inventory and geospatial analysis, universal implementation guidelines for highly developed areas were formulated. The valorisation of Ołbin was conducted. On the grounds of it, solutions of increasing accessibility to public greenery were proposed. That is why in conclusion the importance of creating areas for local communities was emphasized. Because of the shortage of available spaces they are suggested to be effectively and sustainably developed.

CORRUPTION AS AN ELEMENT OF THE EVALUATION OF LOCAL GOVERNMENTS IN POLAND

Abstract
The paper presents the theoretical reflections on corruption and attempts at its assessment at the level of the Polish NUTS 2 regions. The paper uses the indicators of the quality of governance in the European regions, presented by the Göteborg Government Quality Institute. Based on them, the level of corruption was assessed in Polish voivodships in 2010 and 2013. For comparative analysis, statistical measures of location and dispersion were used to determine the degree perception of perceived corruption in each region. The results of the analysis indicate significant variation in perceived corruption in Polish voivodships, and the largest in the field of public health care system.

AN ANTROPOGENICAL CONDITIONS OF FLOODS IN THE OLSZYNA URBAN-RURAL MUNICIPALITY

Abstract
Flash floods occured in the municipality of Olszyna extremely often. Recent had place in the years 2010, 2012, 2013 (twice) and 2016. Flash flood can be defined as the rapid flow of high water caused by prolonged and intense rainfall or other factors such as a dam breakdown. The aim of the article is to determine the causes of flash floods in the area of Olszyna. For this purpose authors carry out an analysis of literature and organizational documentation, field work, surveys and interviews with residents of Olszyna, employees of the City Hall and with the Mayor. The answer to the question posed at the beginning of the article ‘Are floods in the Olszyna municipality anthropogenic in nature?” is negative. Authors falsify the hypothesis: ‘Floods in Olszyna municipality can be anthropogenic in nature’. According to the authors, the rise of floods in Olszyna is closely related to the meteorological factors and geography of the area. Supplementary cause is the activity of people and their negligence.

NEW TASKS FOR AGRICULTURAL-ARRANGEMENT WORKS IN POLAND

Abstract
The aim of the article is to present the results of two independent research and implementation works performed in Małopolskie voivodeship, based on the example of legal solutions and methods used in the Federal Republic of Germany. Both projects involving Polish-German cooperation were focused on integrated development of rural areas (IDRA) and were aimed at evaluation whether the applied methodology could contribute to the improvement of rural development in the Republic of Poland.

The first project was implemented with partner institutions from Thuringia in rural districts: Nieciecza and Czyżów (Żabno commune, Tarnów county) over the period 2011–2012. It concerned evaluations and recommendations for improving the working of administrations responsible for rural development on the regional scale.

The second project was implemented in the years 2014–2015 in Strzelce Wielkie district (Szczurowa commune, brzeski county) with the support of partner institutions and experts from Bavaria. This project broadened the research carried out in Żabno commune and focused in particular on the involvement of the local community in a new integrated approach to rural development planning.As a result of the research, guidelines for new tasks related to agricultural-arrangement works in Poland were developed, in order to improve the socio-economic transformations taking place in rural areas.

AN EVALUATION OF TOURISM POTENTIAL WITH THE USE OF THE WROCŁAW TAXONOMIC METHOD – A CASE STUDY OF THE REGION OF WARMIA AND MAZURY

Abstract
A region’s tourism potential is determined by a variety of natural and anthropogenic factors. The Region of Warmia and Mazury is characterized by considerable tourism potential on account of its diverse landform, unspoiled environment, abundance of forests and lakes. In this article, the tourism potential of the Region of Warmia and Mazury was assessed with the use of the Wrocław taxonomic method which supports multidimensional comparative analyses. Six groups of counties with similar potential for tourism development were identified in the studied region. Their tourism potential was evaluated with the use of four indicators of tourism development: Baretje-Defert’s index, Schneider’s index, Defert’s index and Charvat’s index. The results were compared with values noted for the Region of Warmia and Mazury and Poland. The counties of Mrągowo, Giżycko and Ostróda were characterized by the highest potential for tourism development. Tourism potential was lowest in the western and southern parts of the analyzed region (counties of Nowe Miasto, Nidzica and Działdowo) and in the counties bordering the Kaliningrad Region of the Russian Federation.

ISSUES OF CLAIM BACK OF THE EXPENDITURE ON THE REAL ESTATE

Abstract
Issues of claim back of the expenditure on the real estate are very essential from the point of view of persons which are making the expenditure on real estates not being their property. The possibility of the return of expenses or their value depends on it, what group were categorised to. The judicature and doctrine universally assume that it is possible to seek the return of necessary and useful expenses. However the other expenditure won’t be returned. Here a problem of qualifications of individual expenses for given higher groups is arising. Doubts are all the greater, that there is no clear definition of each of the expenditure. Their evaluation is left to the court dealing with the subject matter. Moreover seeking the return of expenditure also depends on it whether person on which real estate there was a made expenditure agreed on such action.
